Position: Housing and Community Development Coordinator (Americorps*VISTA)

Goal #1: The Redeemer Faith Initiative's mission is to eliminate barriers
and to ensure fairness for offenders and the community.  Relational based
ministry is transformational in working with juvenile offenders, government
can only provide programs and hold people accountable, but the long term
change is a relational model that only faith communities can provide.
Redeemer shares a staff person with the Minneapolis police department who
works collaboratively bringing together law enforcement and the faith
community to reduce recidivism.  The VISTA will develop collaborative
partnerships of faith based, city and county governmental programs to
provide a holistic approach by preserving the social capital of the
community through investment in high risk youth.

Objective A: Assess current programs and provide evaluation of strengths and
areas for growth.  Research other offender support programs within Twin
Cities metro and create a document listing programs, support provided and
contact information.  Share this document with all programs listed.

Objective B: To strengthen our relationship with the Twin Cities Urban
Reconciliation Network, TURN (http://www.turn-mn.org/).  Currently, RCFL
rents office space to this organization but there are no programmatic
connections even though common values missions are shared.  The VISTA will
create a working relationship with the staff of TURN and develop goals for
partnering.

Objective C: Develop 3 new ways to publicize programs.  Possible ideas
include: finding new locations for distributions of brochures, writing
articles for the website and / or newsletter, creating speaking engagements
to inform the community on program and invite volunteers to participate.

         Objective D: Attend monthly Hawthorne Huddle to learn current
community happenings.



Affordable Housing - RCFL owns and manages 26 rental units in the Harrison
neighborhood.  There are 16 one-room efficiencies, 6 two-bedrooms, 1
three-bedroom, 1 duplex, and 2 houses.  The affordable housing program
provides low cost dwelling for the working poor, recovering addicts and
alcoholics, single mothers, and other disadvantaged individuals which
include individuals who have been formerly incarcerated.


Goal #2: To advocate for Affordable Housing and strengthen RCFL's ability to
provide support and increase leadership of tenants.

Objective A: Formalize the Rental Administration system by assessing our
renting policies, lease, and files.  The VISTA will develop 3 new ways for
advertising vacant property.

Objective B: To develop a series of trainings for up to 32 tenants on:
employment training and job searching skills (resumes, interviews etc.),
personal financial planning and budgeting.  Organize trainings, publicize
trainings for tenants, and collect evaluation information from participants.
Also, to inquire what other trainings would be helpful for tenants.

Objective C: RCFL desires to increase the involvement of the tenants in
programming, celebrations and leadership. This third objective will be to
develop a Tenant Association among the 26 units of rental property.  To
create this Tenant Association, the VISTA will research other rental
associations in the Twin Cities and create a list of best practices before
engaging the Tenants.  The tenant association will invite at least one
resident from each property: the 16plex, Milda's corner, and the houses.

Objective D: Organize and involve community with events for tenants such as
the block party, potlucks, community meals, celebrations and other social
events.  This objective will increase participation of tenants to at least
50%.

Objective E: Determine process and format for addressing concerns among
residents (drug traffic, repairs, etc.).

Objective F: To create and foster a relationship with the Harrison
Neighborhood Association by attending monthly meetings and learn what
training opportunities are offered by the Harrison Neighborhood Association.
Share these training opportunities with tenants and invite to attend.

Objective G: To research 10 affordable rental housing programs in the Twin
Cities and provide resource and referral list to the board in a typed
document.



RCFL Policy Statement: In all of its positions, both within the organization
and in the fulfillment of the mission, Redeemer Center for Life's programs
and partnerships shall strengthen Redeemer Congregation's ability to be a
beacon of hope in the Harrison Neighborhood of North Minneapolis.

Compensation: This is an Americorps*VISTA position and participants will
receive a living stipend, health insurance, deferment of loans, and an
educational award of $4725 upon completion of the year (to be used for
